Sending directly to the practice group leader or a specific partner is not unusual - they will forward it to HR anyway, but possibly with their "let's bring __ in" or "no openings now, process as usual" comments. At least the lawyer recipients know what they do and what would be useful for the form or the job - HR is often a mixture of folks, many promoted up from secretary and not totally attuned to what lawyers "do."
